A little history...Vermont was not part of the original 13 states because other colonies/states had laid claim over its territory. Its status among the new America left unresolved, in 1777 Vermont declared its independence and rejected land claims from New York, New Hampshire, and the colony of Quebec. Though the Continental Congress did not recognize Vermont as independent, this was the flag of their republic.
In 1791 reconciling their differences, and having participated in the American Revolution, Vermont entered the United States as its 14th state.
...though interesting that they only went with 13 stars in their own flag versus 14.
